      Creates a vertical, linear dimensioning

      Creates a horizontal, linear dimensioning

Button:

Command name: _DimRotatedHor

Select the first point of the dimensioning with a mouse click.
Select the second point of the dimensioning by clicking with the mouse.
Specify the position of the dimension line.
